Who we are looking for:
The Energy Program is seeking an Energy Engineer to join their team. This position may be filled at the Energy/Utilities Engineer 2 or 3 level, depending on your qualifications. Don’t meet the requirements of the 3 level? There is a unique opportunity to start in a training position that offers a career path and on-the-job training as an Energy/Utilities Engineer 2 to an Energy/Utilities Engineer 3.
In this role, you will provide project management services and energy engineering technical assistance to support energy and resource efficiency activities in state agencies, public higher education, public school districts, and municipal facilities. You will also manage energy performance contracting projects and conduct research on a variety of energy related issues for Energy Program clients.


Some of what you will enjoy doing:

  • Providing project management and energy engineering services for energy performance contracts in public facilities, including program marketing, project development, building audit and contract review, project cost and fee negotiations, construction and commissioning oversight, invoice review, and review and approval of measurement and verification reports.
  • Managing, reviewing and approving all audit, design, and construction activities of energy service company contractors.
  • Reviewing and making recommendations for approval of Energy Life Cycle Cost Analysis (ELCCA) reports to public facility owners.
  • Conducting research on a variety of energy related issues for Energy Program clients.



This position may be filled at the Energy/Utilities Engineer 2 or 3 level, depending on qualifications. If hired as an Energy/Utilities Engineer 2, your advancement will be based upon the successful completion of an In-Training Plan.
Required Qualifications for Energy/Utilities Engineer 2 (Range 61: $5399 - $7085)

  • A Bachelor’s degree with a major study in engineering, environmental science or natural resource management; AND
  • At least one (1) year of professional level experience performing resource conservation management, project management, engineering, energy performance contracting, construction management, energy or utility engineering related work, renewable resource work, utility conservation program work or related field. 

**Note: Experience can be substituted for education on a year for year basis..

Required Qualifications for Energy/Utilities Engineer 3 (Range 67: $6260 - $8216)

  • A Bachelor’s degree in engineering with a major focus on mechanical, electrical, or energy engineering; AND
  • Possession of a Fundamentals of Engineering (FE), Engineer in Training (EIT), or Certified Energy Manager (CEM) certificate; AND
  • At least two (2) years of professional level experience performing engineering tasks.

 **Note: Work in other related fields including architecture, civil, structural or utility engineering, engineering management, construction or project management, natural resource management, environmental science, etc. may suffice for the desired education if the applicant can document at least two years’ experience, with increasing levels of responsibility, in energy project management, construction management, resource conservation management, energy auditing, building commissioning or building systems analysis.  An advanced degree in an engineering discipline or in architecture may substitute for the FE, EIT or CEM certificate.

Desired Qualifications:
Energy/Utility Engineer 2: 

  • Possess Fundamentals of Engineering (FE), Engineer in Training (EIT), or Certified Energy Manager (CEM) certificate.

Energy/Utility Engineer 2 or 3:
Professional conduct and behavior, including:
